OK, sure - if you are considering 1st pick then your tier list may be worth something (provided you've already taken under consideration region, level and map). Map size, number of lanes, merc camps and kind of objective will make very very different heroes good/bad. Which again will be different from Gold- list. Which will be different from Dia/Plat list. Coordinated teams that play in divisionS will have different lists than GM/master level. And context is super important when you are deciding if given hero is going to be viable or not.
